The Executive Director will promote the Institute's mission, vision and values for New Jersey as outlined in the Robert Wood Johnson Foundation "Seizing the Moment" report, and develop a strategy for continued growth as a convener for public health that fosters statewide health equity as part of a sustainable public health infrastructure. The Executive Director will demonstrate a passion for advancing public health through research, application of evidence to change, public policy and practices, and advocacy. This role will also promote a strong external presence, the ability to build and cultivate strong relationships with private, community, and governmental leaders, and a proven track record of identifying new funding and managing staff, contractors, and projects. The Executive Director will report to the NJ Public Health Institute's (PHI) Board of Directors.

Essential Functions

Governance

Cultivate a strong, transparent, and collaborative working relationship with the Chair of the Board and the Board of Directors.
Ensure transparency and communicate regularly with the Board of Directors in all key governance areas, including strategic planning, financial oversight, regulatory compliance, and operations.
Oversee the governance activities and work closely with the Board of Directors to ensure strong governance and organizational fiduciary continuity and impact.
Work closely and openly with the Board of Directors and its committees, ensuring ongoing communication of risks, issues, and successes.
Serve as a national thought leader and in collaboration with state and local stakeholders to represent and promote the PHI's mission, programs, and outcomes as appropriate.
Increase recognition of the PHI as a premier public health leader working to align the work of NIH, CDC, USAID, and other associations dedicated to addressing structural and health inequities.
Serve as a recognized expert in public health and leader of the organization when communicating with stakeholders, government entities, and the public.
Create and maintain an expansive network of partnerships and relationships on behalf of the PHI.
Represent PHI on committees, advisory groups, and external meetings.

Public Health Programming Development

Develops, improves, and sustains programs that enhance the quality of the Public Health Institute programming and service delivery. Develops evidence-based, innovative initiatives that meet state and community needs, promote health equity, reduce disparities, improve disease management and overall health and well-being. Assures that the PHI's clinical and health initiatives promote prevention, care coordination, and health equity in collaboration with other providers and key stakeholders.

Public Health Assessment and Intervention

Collaborates with key clinical stakeholders, state public health leadership, social justice organizations, and local public health officials to assess public health problems, identify interventions, and evaluate the impact of interventions. Reviews national and local trends and identifies interventions to optimize the utilization of resources, minimize costs, and deliver quality public health services.

Strategy and Planning

Sets the strategic direction, professional performance, business performance, education, and research for the Public Health Institute. Reviews national and local trends and identifies interventions to optimize the utilization of resources, minimize costs, and deliver quality public health services in coordination with the existing health continuum across the state.

Education

Aligns, with an emphasis on equity and high quality, the Public Health Institute's research and educational activities with the priorities of the state and in support of reducing disparities in care access and delivery.

Research and Innovation

Assures that the Public Health Institute is actively involved in advancing innovation, rigorous evaluation, and research to reduce health disparities and improve the overall health and well-being of individuals in communities across New Jersey.

Fiscal Management

Responsible (in collaboration with the Board of Directors) for the fiscal integrity of the Public Health Institute.
Identify opportunities, strategies, and partnerships that enhance the visibility of the PHI's priorities, policy agenda, programs, and community engagement.
In coordination with the Board of Directors, maintain and grow supporters by liaising with funders and donors, envisioning new revenue-based partnerships, and ensuring grant proposals and reports reflect the organization's vision, values, approach, and goals.
Strengthen financial stability of the organization by analyzing the existing portfolio of work to determine best areas for investment.
Identify new funding opportunities and support the sound fiscal management of existing organizational budget.

Grants Management

Identifies, reviews and coordinates applications for grant funding which aligns the Public Health Institute's strategic plan and in alignment with state public health priorities.

Contract, Regulatory and Compliance Management

Ensures that all contractual, regulatory and accreditation requirements are met.

Staff Management

Oversee the activities of the staff which includes but is not limited to sourcing, hiring, and training new team members, creating and managing schedules, evaluating performance, and providing coaching to engage and motivate team members, identifying and applying career advancement opportunities for team members, and helping to resolve employee issues and disputes.

To qualify for this job position, you must meet the below minimum requirements and experience:

An advanced degree in public health or an associated field (an MPH or DrPH preferred, but not required).
Minimum of 10 years of experience leading programs at an executive level with deep purpose and passion in public health and health equity.
Executive management experience, including mentoring, developing talent, and building a diverse and inclusive high functioning team is a must. Knowledge leading in a hybrid business model (working partially in-office and partially remote) is a plus.
Broad network and experience building relationships with public health, philanthropy, and health organizations in support of equity strategies, and addressing health disparities.
Demonstrated ability to meet budgets, measure and improve outcomes and take appropriate business risks to achieve goals.
Demonstrated experience with leading grants management function, including grantmaking policies, financial, compliance, data visualization, and knowledge management
Knowledge of the principles and standards of public health practice.
Thorough understanding of and experience in the principles and techniques of population-based, place-based public health program administration, including planning, development, and program implementation and fiscal functions on government and private contracts. Strong commitment to health equity and racial justice, including program work, as well as organizational commitment and practices/policies. Experience working with funders and partners to support the reduction in health disparities among vulnerable populations.
Knowledge and experience with community engagement and community participatory action approaches that lift community voice and share power.
A convener who can establish collaborations and alliances on local, state, and national levels.
Experience working with and reporting to a Board of Directors.
Strong written and verbal communication skills, cultural competency required.
